It can prepare one — the charge, the customer, the amount and the reasoning — but it cannot execute it. You approve and issue the refund yourself; money movement is never automatic.
Does Velaris need my Stripe secret key?
Connect with a restricted key scoped to read access for reporting. Anything that would move money sits deliberately outside what the agent's key can do.
Can an agent watch for failed payments and tell me?
Yes, and it is one of the better runs. An agent checks failed charges and dunning state, then posts you a list with customer context so you decide who to chase.
